Images that were created without the use of a template and do not include anyone else's artwork are available for personal use only unless you purchase a commercial license. A commercial license allows you to sell products using the design such as mugs, t-shirts, book covers, blankets, pillows or another item and sell as many as you wish. The only exclusion is you cannot sell the paper as it is. In other words, it must be on a physical product and not sold as a printable otherwise there would be other stores selling our hard work. There are plenty of commercial use printables which are commercially available barebones templates that we changed to make it out own. Because of this, we allow these to be used under the same rules as a commercial license without having to purchase one.
